If he bought a new frame, they don't come with a VIN #. A gray frame is in my mind, then having the state add the sticker on top of that. I might just wait until I powder coat the frame as it is the older blue-on-steel finish and I just purchased white plastic and graphics. This discussion is very good for me and I appreciate all your input, which makes me think about where to take this. I just thought it odd there was not any frame VIN to begin with - the first time I've seen this - which would have saved me some grief with uninformed motor-vehicle clerks. There was another fellow in NM on ADV Rider who had done something similar - no frame VIN - and the state issued him one after some haggling I am awaiting a response from him. This is a YZ200 hybrid you may have read about some years ago here. Sorry I did not clarify beforehand: it was built by a reputable (Gas Gas/Beta) bike-shop owner in Chicago from purchased (rolling chassis and complete engine) and machined/fabricated parts he gave me a letter indicating such, which may be sufficient.
